Signed as a 20-year-old free agent out of Venezuela on July 2, 2017...signed by Astros scouts Oz Ocampo, Tom Shafer, Roman Ocumarez and David Brito...Luis has a younger brother named Heribert Garcia, who pitched in the Astros system in 2023...Heribert, who is three years younger than Luis, was originally signed by the Royals in 2018...he elected Minor League free agency following the 2023 season...As an amateur in Venezuela and prior to signing with the Astros, had trouble finding baseball cleats in Venezuela for his size 12 feet...Garcia’s mom, who is a social worker, had a friend with a connection to Major League Baseball and made the ask for new cleats on behalf of her son...her friend with the MLB connection happened to be the sister of Astros bullpen catcher Javier Bracamonte, who regularly sends equipment back to his native country of Venezuela...without knowing who they were for, Bracamonte provided the cleats, which eventually made it back to Garcia...at some point during Garcia’s 2021 rookie season, Bracamonte was surprised to find out that the kid from Venezuela who needed size 12 cleats was Garcia, who was in his first full MLB season...Is the third player in club history to wear the #77 after Pudge Rodriguez (2009) and Pedro Feliz (2010)…was assigned the number when he joined the club midseason in 2020 and opted to keep it moving forward...he has a special connection to the number, which was worn by him in photo ops on international signing day in 2017...the #77 signing day jersey was pulled randomly for photos by the Astros staff...Prior to it being outlawed before the 2023 season, had one of the most unique windups in the Majors, which was a mix of rocking a baby and a salsa dance...Garcia does not have a strong origin story for his windup, instead saying he wanted a windup that he felt could be repeatable...it’s so unique that it’s been mimicked by all, from Major Leaguers, including Shohei Ohtani, to little leaguers, including Spring Branch 9-year-old Charlie Strong, who started using Garcia’s windup in his little league games...after a video of Charlie went viral, Luis insisted on hosting Charlie at Minute Maid Park, which happened in 2022...Charlie threw out a ceremonial first pitch that day, using the unique windup, with Luis serving as his catcher...Was arbitration eligible for the first time this offseason and signed to a one-year deal for 2024.

Named an MiLB.com Organizational All-Star in 2021 after having a strong campaign between Double A Corpus Christi (8g) and Triple A Sugar Land (17g)...combined to go 9-3 with a 3.79 (48ER/114IP) in 25 games (18 starts)...struck out 157 in 114.0 innings pitched, while allowing a .221 opponent average...began the year with the Hooks before a promotion to Sugar Land in June...while with the Skeeters, named the Triple A West Pitcher of the Month in July and the Triple A West Pitcher of the Week on Aug. 29.
