Rangers sign 15 of 18 Draft selections
Below is a list of every player drafted by the Rangers.
Each club has until 5 p.m. ET/2 PT on Tuesday, July 25, to come to terms with its Draft selections. If a player has exhausted his collegiate eligibility, he can sign at any time up until one week prior to the next year’s Draft.

Draft-and-follow picks -- high school and junior college players selected after the 10th round who attend a two-year college after the Draft -- can sign with their selecting teams for up to $250,000 up until a week prior to the following year’s Draft.
Players drafted from Round 11 on do not count against the bonus pools unless their signing bonus exceeds $150,000; any amount over that total will count against the pool.

The Rangers agreed to terms with Hales for an under-slot value of $565,000. The right-hander was a Second Team All-West Coast Conference selection this season as a junior at Santa Clara University. He posted a 3.42 ERA with four saves over 55 1/3 innings of work with 11.2 strikeouts per nine innings. In three seasons at Santa Clara, he went 9-10 with a 4.38 ERA and 168 strikeouts over 156 1/3 innings.

Pick value: $437,900
Signing bonus: $437,900
The No. 212 overall prospect in the 2023 class by MLB Pipeline, Rosario signed for the exact slot value at $437,900. The right-hander posted a 7.11 ERA in his junior season at the University of Miami, recording 91 strikeouts over 74 2/3 innings.

The Rangers signed Scarborough to an over-slot deal of $515,000. The Dallas Baptist commit was named both the Osceola News-Gazette Baseball Player of the Year and Basketball Player of the Year during his senior season.

Signing bonus: $180,000
Tiger signed for $180,000 after being named the Kansas Jayhawk Community College Conference West Division Pitcher of the Year and earned First Team All-KJCCC West honors as a sophomore at Butler County Community College in El Dorado, Kan.

Signing bonus: $255,000
Brock signed over the slot value for $255,000 after a junior season in which he slashed .315/.435/.559 for the Ragin’ Cajuns.
9 (261): Quincy Scott, OF, Palomar College

Signing bonus: $200,000
Scott signed at over slot for $200,000. He was named to the Pacific Coast Athletic All-Conference team after slashing .438/.522/.648 for Palomar College in San Marcos, Calif.
10 (291): Case Matter, RHP, Washington
Pick value: $170,100
Signing bonus: $155,000
Matter signed for $155,000. In his redshirt sophomore season at the University of Washington, the right-hander went 4-1 with five saves, a 3.91 ERA and 34 strikeouts across 19 appearances (25 1/3 innings). He held opponents to a .191 batting average.
11 (321): Maxton Martin, OF, Southridge HS (WA)
Signing bonus: $250,000
The Rangers announced on July 25 that Martin signed with the club. A left-handed-hitting outfielder, Martin signed for $100,000 above the Round 11 and beyond $150,000 slot value and will join his brother Mason, who currently plays for the Pirates organization, in professional baseball.

How bonus pools and pick values work
Each choice in the first 10 rounds comes with an assigned value, with the total for a club's selections equaling what it can spend in those rounds without incurring a penalty. If a player taken in the top 10 rounds doesn't sign, his pick's value gets subtracted from his team's pool. Clubs near the top of the Draft often spend less than the assigned value for those choices and use the savings to offer more money to later selections.
Teams that exceed their bonus pool face a penalty. Clubs that outspend their allotment by 0-5 percent pay a 75 percent tax on the overage. At higher thresholds, clubs lose future picks: a first-rounder and a 75 percent tax for surpassing their pool by more than 5 and up to 10 percent; a first- and a second-rounder and a 100 percent tax for more than 10 and up to 15 percent; and two first-rounders and a 100 percent tax for more than 15 percent.
